UAS Regulations
On 19 September 2018, the Agence Nationale de l’Aviation Civile (ANAC) issued Decision Nº 045/ANAC/MIT/DCS-DRTA-DAF/SA spelling out the regulation governing the use of drones in the country (Decision Nº 045/ANAC/MIT/DCS-DRTA-DAF/SA portant adoption de la règlementation technique relative à l'utilisation des aéronef télépiloté au Benin).

11.1.3.1.9 REMOTELY PILOTED AIRCRAFT SYSTEMS
An unmanned aircraft must be operated in such a manner as to pose as little risk as possible to persons, property or other aircraft, and in accordance with the conditions specified in Appendix 4.
The regulations are for international air navigations, i.e. operations by certified RPAS operating in controlled airspace as per conventionally piloted aircraft and covers threee sections:
- General operating rules
- Certificates and Licenses
- Request for permission

The Agence Nationale de l’Aviation Civile (ANAC), created by the Decree No. 2004-598 of 29 October 2004 is the public administrative and technical body responsible for carrying out civil aviation regulatory and control tasks on behalf of the State. It defines and implements state policy, and represents it with all international civil aviation organisations. It also controls all airlines operating on the territory of the Republic of Benin, both national operators and foreign operators (regional and international) by granting them authorisation and approval.
