The website of Agência de Aviação Civil (CV-CAA) has the following information about drones:

Here is an unofficial translation from Portuguese to English:

Drone Operations in the Air Traffic Control Zone

The unregulated use of drones can, in certain situations, be liable to negatively affect the operational safety of air navigation and also the safety of people and goods on the surface.

The operation of drones is not permitted less than 2,000 meters from any aerodrome or landing site, and on the flight routes of the aircraft.

Drone operation at an altitude above 120 meters above the surface should only be carried out with the written authorization of the Civil Aviation Agency (AAC), respecting all imposed conditions.

AAC authorization is not required if operations are carried out under the following conditions:

  • Outside areas subject to restrictions;
  • At an altitude of 120 meters (400 feet) or less above the surface;
  • Provided the operator is on site (within 100 meters) and with direct control over the unmanned aircraft;
  • With good visibility conditions.

The operator is responsible for the safe operation of the drone, maintaining the distance from any aircraft and properties.

The operator must give priority to the passage of the aircraft and stay away from them whenever, for whatever reason, the aircraft are exceptionally flying at an altitude close to the drone.

The pilot must keep his drone in full view and with identification lights on;

You must follow the manufacturer's instructions and strive for the good condition of the equipment;

And remember that the drone pilot is responsible for each flight performed.

Before flying, it is essential to be informed of all situations in which you need authorization from the Civil Aviation Agency. If you need authorization from AAC, you must submit an application for drone operation.

To do so, download the form (aeronautical easement form), complete and send it in order to be received at AAC at least 10 working days in advance of the start of the operation.
