UAS Regulations
As of Jan. 2021, national regulations or recommendations for operating: drones/unmanned-aircraft/Remotely Piloted Aircraft Systems (RPAS) could not be found.
However, the Kyrgyz CAA website has published draft regulation on its website under the APKR-6 project:

Aviation regulations of the Kyrgyz Republics APKR-6 Aircraft operation Part IV. Unmanned aerial vehicles These aviation regulations are amended as follows way: Changes and / or additions to the provisions of these rules may be made only by amendment. The amendments are approved by the Resolution of the Government of the Kyrgyz Republic or by the Order of the Minister of Transport and Roads of the Kyrgyz Republic (in case of delegation of the corresponding powers). After the amendments are approved and published, each holder of these rules must include newly issued pages from approved amendments and delete the replaced pages.
CHAPTER 2. GENERAL PROVISIONS § 1. General Provisions 1. These rules are designed to: - enabling the performance of safe, consistent flights in a unified aviation transport system; - creating conditions in the Kyrgyz Republic for the development of BVS for various purposes and their safe operation; - bringing the BVS application into compliance with the requirements of Air of the Code of the Kyrgyz Republic and other by-laws in the field of civil aviation; - economic and social development of society; - development of the rights of citizens of the Kyrgyz Republic to use airspace of the Kyrgyz Republic; - ensuring public interests to protect people and property when using BVS. - in providing advice on technical and operational issues related to the integration of UAVs into non-segregated air space.
