Rwanda's published new unmanned aircraft regulations (Part 27) to their website in late 2020.

Rwanda's regulations are performance based and are closely aligned with the ICAO UAS Model Regulations.

RPAS Regulations (related to ICAO Annex 2):

The Civil Aviation Regulations 2019 Part: 40 Rules of the Air contains Appendix 1 to 40.030, from page 46 REMOTELY PILOTED AIRCRAFT SYSTEMS) linked by sub-part 40.030:

40.030 REMOTELY PILOTED AIRCRAFT
(a) A remotely piloted aircraft shall be operated in such a manner as to minimize hazards to persons,
property or other aircraft and in accordance with the conditions specified in Appendix 1 to 40.030

The regulations are for international air navigations, i.e. operations by certified RPAS operating in controlled airspace as per conventionally piloted aircraft and covers three sections:

1. General operating rules
2. Certificates and Licenses
3. Request for permission
