In November 2016, SWACAA published CAP-AC-OPS012 'Guidance for issuance of a letter of approval for using RPAS/UAVs/Drones. The AC provides clear guidance in the steps for applying for a letter of approval for classes of operations (commercial, corporate, non-profit) allowing for the submission of a risk assessment based on the operation. http://www.eswacaa.co.sz/media/publicnotices/doc01751920170216094645.pdf

In January 2017, Swaziland SWACAA published a notice on drone rules for platforms weighing less than 1.5 KGs. It is similar to a standard operating approval for "open" category operations. Here is the link (the PDF needs to rotated 90degrees counter clock-wise to read):

PRESS STATEMENT NOTICE ON ILLEGAL USAGE OF DRONES

The Eswatini Civil Aviation Authority has noted with great concern that there is illegal usage of drones in the country mostly in the agricultural and photography sectors.
Companies, NGO's, and the general public are notified that for commercial use of drones, an approval/authorization must be obtained from the Authority.
We further request that all companies that engage operators must ensure that their operators have complied with requirements from ESWACAA. The following licenses are to be obtained for commercial drones:
1. Air Transport License
2. Unmanned aircraft vehicle approval.
Private drones - must be registered with the Authority.
